Public Service Dental Care Plan

Benefit changes introduced in 1997.

Dental expenses associated with congenital and developmental malformation for children under 19 years old, incurred on or after January 1, 1997 are covered.

Expenses for diagnostic services associated with orthodontic treatment are now reimbursed at 90%, provided they are incurred on or after January 1, 1997.

Expenses for fillings for the same tooth and surface are limited to once every 24 months effective February 1, 1997.

Expenses for scaling and root planing are limited to 6 time units per 12 months, effective January 1, 1997. A time unit equals 15 minutes, a member could receive up to 90 minutes of scaling and root planing over a 12 month period. The 12 month period is a running 12 month period.

Example: May 19, 1997--2 time units used.

October 15, 1997--2 time units used.

The next appointment is July 15, 1998. During the previous 12 months, July 16, 1997 up to July 15, 1998 2 time units were used. This would allow for 4 time units on July 15, 1998.

Expenses for recall exams, cleaning and polishing, topical application of fluoride, and bitewing X-rays, are limited to once every 9 months.

Example: Expenses for a recall exam were incurred on November 10, 1997. To be entitled to dental benefits for this same treatment in 1998, the next recall exam should be scheduled on or after August 10, 1998.




Maternity/Parental Benefits

Extention of Maternity/Parental Benefits

February 14, 2001:

On February 12, 2001, the RCEA signed a Memorandum of Agreement with the NRC on changes to the maternity and parental leave provisions in all our collective agreements. Retroactive to January 1, 2001, the new provisions are now in place. All employees will be receiving a printed amendment to the collective agreements.

January 24, 2001:

Effective January 1, 2001, the Federal Government introduced changes to the Employment Insurance Act, which provides for enhanced maternity and parental benefits. Under these changes, employees may take up to 50 weeks of combined maternity/parental leave or up to 35 weeks of parental leave alone. During such periods of leave, the employee would be eligible for EI benefits.

Under all existing RCEA collective agreements, provisions exist which cover both maternity and parental leave situations. The maximum leave under these agreements, however, was not in keeping with the new EI provisions. As a result, the RCEA and NRC have agreed to reopen all RCEA collective agreements so as to amend the provisions covering both maternity and parental leave. Once these amendments are finalized, all RCEA members will be eligible for up to 50 weeks of combined maternity/parental leave or up to 35 weeks of parental leave alone. The employer top up to 93% of salary will be extended to cover the entire period of leave without pay.

We anticipate that these amendments will be signed very shortly. If anyone is in the position of needing to commence their leave prior to the signing of the amendments, they should contact the RCEA office. We are confident that the new provisions will be applied to all employees who need them after January 1, 2001.
