New Workforce Adjustment Policy Signed
The RCEA is pleased to announce that the Workforce Adjustment (WFA) Policy was signed on November 18, 2004 in Ottawa. The WFA Policy applies to all continuing employees who are faced with potential workforce adjustment situations resulting from the ongoing need to adjust NRC’s priorities or shift its emphasis to or from different speciality areas or technical disciplines.
It is important to note that the revised WFA Policy took effect on July 1, 2004 and that the salary protection provisions came into effect on January 1, 2004. The parties have agreed to review the policy every three years from the date of the coming into effect. The WFA Policy forms part of all RCEA collective agreements.
Other improvements include: the creation of a WFA Consultation Committee including representatives of both parties to minimize adverse consequences of the potential lay-off of employees; an improved Reverse Order of Merit (ROM) process; reimbursement of up to $400 for expenses incurred for financial planning advice; improved salary protection for employees appointed to an NRC position with a lower maximum rate of pay who shall continue to receive all pay entitlements provided by the collective agreement (before this salary protection continued only for one year). The policy was also rendered much easier to read. It can be found on Zone under Human Resources Manual, Chapter 3, Section 3.6.
